UC system embraces change

New financial aid plan for University of California campuses.

The University of California Board of Regents voted to implement a new financial aid plan for lower-income California students Feb. 5 that will help cut the high expenses of attendance, which have kept many community college students from applying to UC campuses.

The newly enacted financial aid plan, called the Blue and Gold Opportunity Plan, is expected to cost the UC system $3.1 million per year and is to be implemented this year, according to UC officials.

The Blue and Gold program is the UC’s attempt to show low-income students that UC campuses
can be affordable, according to City College Conselor and transfer center director Rich Erlich.

In May 2008, the Board of Regents approved a 7.4 percent increase of student fees for students whose families make $60,000 a year or more. According to UC spokesman Ricardo Vázquez, a portion of the revenue generated by these fees will fund the Blue and Gold plan.

Vázquez also stated that the Blue and Gold plan will increase the amount of aid that is set aside for lower-income California undergraduate students from 33 percent to 36 percent.

In addition to the Blue and Gold plan, the regents approved a new freshmen admission policy for California residents which will increase the amount of applicants considered for admission to UC campuses.

“The new requirements widen the door of opportunity for many more high-achieving students – from all ethnic and racial groups as well as those from low-performing [high] schools – to be considered for admission to UC,” reported Vázquez.

In the midst of all these changes, transfer students will not be lost in the shuffle, according to a news release by the UC Office of the President. It states the enrollment of transfer students from California community colleges will increase by 500 students, which brings the 2009-2010 transfer enrollment total to approximately more than 16,000 students.
