Noisy motorists disturb classroom environment

In the classroom, students are asked to silence their mobile phones and refrain from chatter to establish an atmosphere suitable for learning. However, despite these attempts to silence distractions, blaring music on car stereos from outside traffic sometimes disturbs the classroom.

For many students, the process of learning is easily shattered. The noise may only last mere seconds, but its damage is already done, time has been lost and attention diverted.

“Once my concentration is broken, it’s hard to refocus,” City College student Taylor Stussi said. “I mean, it doesn’t help that the music stays in your head.”

However, passing vehicles are breaking more than just students’ concentration:  They are violating California law.

California vehicle code 27007 states no driver shall operate a sound system that can be heard outside the vehicle from 50 feet or more in a residential area. Sacramento’s vehicle code is even stricter than California code; the maximum distance which loud noise can be heard from outside the vehicle is only 25 feet.

On the City College campus, the same codes apply, but campus police give some leniency for those vehicles that drive through the parking garage because of acoustics. Either way, the issuing of violation tickets is up to the individual college police officers.

According to anthropology professor Pamela Lindell, loud outside disturbances are rare, even in the Administration of Justice building, which closely borders Freeport Boulevard.

“It’s maybe a problem twice a semester, so I don’t consider it that big of a problem,” Lindell said. “I wouldn’t consider it something I’m really concerned with but it’s something that we do notice once in a while.”
