City College business law instructor and former president of the Los Rios Community College Board of Trustees Fred A. Dawkins, died Sept. 26 at the age of 56.
Dawkins, had taught at City College since 2001 and became a tenured instructor in 2008. The Harvard Law School graduate began his education in the Los Rios District starting at Cosumnes River College, where he later received his B.A. at Sacramento State University.
“Mr. Dawkins was himself a product of Cosumnes River College and he always credited the college for giving him the start and the foundation that propelled him all the way to graduation from Harvard Law School,” said Susie Williams, the LRCCD associate vice chancellor for Communications and Research.
According to Williams, Dawkins was an outstanding trustees board member, serving as president of the board twice. Williams said Dawkins’ students enjoyed his classes and thought highly of him as a professor.
Dawkins also left a positive impression on his colleagues like Debra Crumpton.
“He was a close colleague,” Crumpton said. “He was a generous person. I would describe him as intellectually rich. He had wealth of not only knowledge, but experience that he was always willing to share. I thought he was a spellbinding educator.”

Dawkins’s surviving family suggested that the school set up a memorial scholarship in his name.
The Sacramento City College Foundation in conjuction with Dawkins’ family set up a memorial scholarship.
“We are excited to provide another level of scholarship, because he was highly regarded in his [memorial] service from students saying he was one of the best instructors,” said Mary Leland, Executive Director of the Sacramento City College Foundation.
A contribution can be made to the Fred Dawkins Memorial Scholarship by sending donations to the City College Advancement Office and not the donation “In Memory of Fred Dawkins,” Leland said.
“Fred was a valued member of our community, and an outstanding member of the Sacramento City College family. His passing will be mourned by many,” said district Chancellor Brice Harris.
