Classes continue to be cut

The rapid filling up of classes earlier this semester can be blamed both on the increasing student population and on the decreasing number of classes offered.

For the 2009-10 fiscal year, the Los Rios Community College District lost $25 million in funding from the state.

Because of these funding cuts the LRCCD asked City College administrators to cut course sections.

Each City College academic division received a 20 percent reduction in funding from last year, according to City College Vice President of Administration Robert Martinelli, at the beginning of the 2009-10 academic year. Districtwide, this accounts for a saving of $2.9 million. Before the fall semester began, approximately 2 percent of the overall classes were cut. Next semester, Martinelli says another 2 percent will be cut.

“I think all instructional areas canceled more courses than usual,” said Chris Iwata, dean of Humanities and Fine Arts Division.

Iwata said that classes that were cut in his division were cut because of low enrollment. “Some of that low enrollment was because students did not enroll in sufficient numbers at all and in some cases, students didn’t enroll early enough to provide classes with sufficient enrollments.”

Usually, the state apportions funding based on enrollment growth. Martinelli said, for the 2009-10 fiscal year and the previous year, the district did not receive any growth funding.
“If only there was a direct correlation between increasing enrollment and the amount of money we get,” Martinelli said.

In preparing for the worst-case scenario, City College administration is expecting a decrease in state funding in the next three years.

“We are making changes [in the college budget] based on our projections for the next three years,” said Martinelli.
