Los Rios Community College District Chancellor Brice Harris visited City College’s spring assembly Jan. 14 to discuss budget issues facing the 2011 school year. The discussion revolved around a state budget proposal by Gov. Jerry Brown: $10 per unit fee increase on tuition.

“This truly is a budget crisis,” Harris said during his opening comments.

If Brown’s proposal is passed by the California Legislature, fees would increase from $26 to $36 per unit. The increase would raise the cost of a 3-unit class from $78 to $108 and an average full-time student’s fee to $432, which is an increase of $120 on a full-time class load.

According to Gov. Brown’s website, his “tough budget for tough times” proposal would cut $12.8 million from the Los Rios District, as well as $500 million in spending from both the University of California and California State University. The cuts in higher education are part of the total state budget proposal that could potentially reduce state spending by $12.5 billion.

Full-time City College student Candice Phillips qualifies for the Board of Governors Fee Waiver (BOG waiver), a state-funded program to waive enrollment fees for qualified applicants, but worries about the impact the increase will have on her studies.

“I don’t think it’s very fair,” Phillips said. “They’ve been raising fees for awhile. When’s it going to stop?”

Some estimates say nearly 50 percent of City College students receive the BOG waiver and may not be impacted by the fee hikes if they are passed.
