City College students hoping to transfer to public four-year universities have had more obstacles placed in their paths in the last couple of years.
According to Dr. Richard Erlich, counselor and transfer director at City College, CSUs and UCs are now limited to fall-only admissions, and as a result the Transfer Center has had to do more outreach with out-of-state colleges to find placement for transfer students.
“It’s like a bottleneck of students waiting to be admitted for the fall [semester],” Erlich said. “If people are getting bottlenecked because there is no access, then where is the access going to flow where is access going to open up?”
For students looking to attend school outside of California, to combat the high cost of out-of-state tuition, the Transfer Center offers one possible solution: The Western Undergraduate Exchange. The tuition exchange program offers transfer students the tuition rate of in-state residents if a student qualifi es for the WUE.
The WUE is part of the Western Interstate Commission for Higher Education, a regional organization that was formed in the 1950s as a resource for higher education in the west.
Students who reside in WICHE states have access to programs that significantly reduce costs of tuition for out-of-state universities that participate in the program.
According to the WICHE website, students who are eligible for the WUE can request a reduction of the resident rate at one of the 145 participating universities, as long as it is out of state.

The WUE is one of those options, Erlich said. A student’s eligibility is based on the university the student plans to attend. WUE does not set the standards, and it does not process applications for each university. The number of WUE awards a university will accept also depends on the university, so the website advises students to apply early.
To apply, students can visit the WICHE website directly and follow the application directions. Or they can visit the City College website, which will direct them to WICHE. Students can also visit the Transfer Center at City College to get additional information.
Transfer options for students are important, Erlich believes. “This is the best and brightest of our students. To move on, you’ve got to provide the resources for them to move on.”
