Bad to the Budget

In response to the possible $31 million shortfall expected to accumulate during the 2010-11 fiscal year, the Los Rios Community College District has outlined a tentative budget for the next three years.
Unfortunately, anticipated shortfalls still mean reduced class selections for the students, school administrators believe.

“What began as a three year plan is now a four year plan [and] will most likely become a five year plan,” said Robert Martinelli, City College vice president of administrative services.
According to Martinelli, these plans allow community colleges to make projections about debts as well as summarize the type of funding the schools can expect in the next few years. As a result, the district can continue to operate regardless
of delays from the legislature in passing a statewide budget
“It’s going to be bad,” Martinelli said. “But it’s going to be about the same kind of badness each year.”

According to figures provided in the tentative budget, the district’s 2009 budget consisted of $73 million. For this upcoming fiscal year the district is anticipating  a budget of $63 million, Martinelli said.

Until the California Legislature enacts a budget in September, that figure is based on estimates.

The core mission includes providing transfer, basic skills, and workforce training education.

However, in regards to maintaining these goals in light of declining state fiscal support, “this resulted in greater reductions of courses in some areas such as art, music, physical education and theater,” Turner said.
Ida confirmed that the fitness division was the most impacted in the area of course reductions.
There is a statewide perspective that fitness classes are seen as recreational.
However, Turner added, fitness classes which are a part of the Physical Ed/Health/Athletics Division are actually “more than that.”
